"Leven in geslotenheid vraagt het nodige toezicht. De Commissie van Toezichtvoor jeugdinstellingen is een toezichtsorgaan voor alle gesloten en beslotenVlaamse instellingen waar jongeren verblijven. Het gaat om elf instellingen ofafdelingen, verspreid over heel Vlaanderen. De Commissie bestaat uit maandcommissarissen die elke maand ‘hun’ instelling bezoeken. De maandcommissarissen zijn vrijwilligers die het reilen en zeilen in de instelling opvolgen.De Commissie van Toezicht voor jeugdinstellingen rapporteert via dit jaarverslag aan het Vlaams Parlement."

"In dit advies onderscheidt de RVS verschillende routes waarlangs mensen dakloos kunnen raken. Ook concludeert de RVS dat de groep daklozen steeds meer divers is; jongeren, zzp’ers, net gescheiden mensen en gezinnen met kinderen kunnen ieder tot deze groep behoren. Ongeacht leeftijd of afkomst hebben alle daklozen te maken met een lange periode van bestaansonzekerheid. Hierdoor kunnen zij in processen van sociale uitsluiting terecht komen, waarvan dakloosheid een extreme vorm is. Huidige regels en procedures die bedoeld zijn om individuen én de samenleving als geheel hiertegen te beschermen, veroorzaken regelmatig het omgekeerde: ze duwen mensen in een kwetsbare positie verder naar de rand van de samenleving. Zo pleit de RVS onder meer voor het afschaffen van het zelfredzaamheidscriterium: iemand die dakloos is, is per definitie niet meer zelfredzaam. Dreigende dakloosheid dient dan ook primair gezien te worden als een hulpvraag."

Voor de vele sociale- en gezondheidsproblemen waar mensen door de crisis mee kampen. Bestaande problemen die door de crisis verscherpt zijn; nieuwe risico’s én kansen die door de crisis ontstaan. Het benoemen hiervan doen we niet alleen om bij te dragen aan damage control op korte termijn. "In 2009 the Institute of Medicine (IOM) began to assess the need for better-defined medical and public health crisis standards of care (CSC) for catastrophic disasters and public health emergencies. Over the next 10 years, the IOM defined templates for those stakeholders responsible for integrated CSC planning and implementation; created a tool kit with guidance on indicators and triggers; provided a discussion kit for stakeholders to use with their own communities to establish appropriate indicators and triggers to guide their planning; disseminated the messages and key concepts of CSC; and built on the initial efforts to refine certain elements and address remaining gaps. This current Proceedings of a Workshop captures the discussions from a 2019 workshop reviewing the successes and gaps over the last 10 years of CSC work, in order to inform the next phases of planning and implementation."
