"Research shows that loneliness and social isolation have harmful repercussions on mental and physical health, as well as significant consequences for social cohesion and community trust. Both loneliness and social isolation are therefore increasingly recognised as critical public health issues that deserve attention and need to be addressed with effective intervention strategies. The COVID-19 pandemic has also dramatically reshaped Europeans’ lives and social practices. Mobility restrictions and social distancing measures adopted to contain the spread of the virus have prompted public discussions about the unintended side effects of such arrangements, particularly in the form of loneliness and social isolation. Some fear that the toll of loneliness could have consequences long after the virus recedes. This report offers an overview of the current state of knowledge on loneliness and social isolation in the EU. It presents the main findings of two empirical analyses carried out by the JRC using two complementary sources of information, namely survey and online data. The analysis based on survey data offers a picture of recent trends in self-reported levels of loneliness across the EU and identifies the prevailing socio-demographic and geographical characteristics associated with loneliness before and during the first months of the COVID-19 pandemic. Survey data show that the COVID-19 pandemic has magnified the problem. The proportion of respondents that felt lonely frequently doubled following the COVID-19 outbreak. In addition, young adults were hit more severely. The analysis based on online data looks at trends in online media reporting on loneliness and social isolation between January 2018 and January 2021. The volume of articles on these topics is measured on a monthly basis and by Member State, and the collected articles are analysed in depth to identify the prevailing sentiments contained in them and detect patterns in the underlying narratives. Online media reporting on loneliness and social isolation has doubled during the pandemic. Narratives largely concerned the health consequences of loneliness. The analysis of online media reporting catalogues also typologies and examples of policy initiatives aimed at combating loneliness and social isolation. Public initiatives vary across Member States. Overall, most interventions are designed at local level and are rarely part of more systematic programmes."

"Dit cahier wil een wegwijzer zijn om het Brusselse institutionele kluwen voor de sectoren zorg en welzijn te ontwarren. Meer dan een wegwijzer is het niet. Wie op het terrein een concrete vraag heeft zal in dit cahier niet het volledige antwoord vinden. Het is wel een hulpmiddel om die zoektocht doelgericht aan te vatten en het welzijns- en zorglandschap beter te begrijpen. Enkele inspirerende voorbeelden zijn een illustratie van samenwerkingsfederalisme op het terrein.
Voor de samenstelling van dit cahier deed het Kenniscentrum WWZ een beroep op de partners van Ars Collaborandi, met redactieleden uit de drie Brusselse gemeenschappen. Het is meteen een uitnodiging om met z’n allen, over de institutionele grenzen heen, constructief samen te werken voor een betere zorg en welzijn in Brussel. Ars Collaborandi bestaat uit:

"Het Nederlands Jeugdinstituut beschrijft versterking van preventie als een van de vier ingrediënten voor een betere werking van het jeugdstelsel, naast versterking van de basis (een goed pedagogisch klimaat in gezin, buurt, kinderopvang, school), verbetering van de eerste lijn en intensieve hulp met duurzame effecten. In deze literatuurstudie richten we ons op de onderbouwing van de kracht van preventie. Wat weten we over de (kosten)effectiviteit van preventie en waarin hebben we nog meer inzicht nodig? Door deze literatuurstudie hebben we een eerste overzicht gekregen van wat er bekend is over de effectiviteit van preventieve activiteiten. Daarmee willen we gemeenten en professionals in het jeugdveld een beeld geven van de mogelijkheden van preventieve jeugdinterventies binnen de Nederlandse context. De bevindingen uit deze studie liggen ten grondslag aan de notitie Potentie van preventie van het Nederlands Jeugdinstituut, die in maart 2021 is verschenen. In deze notitie is tevens aandacht voor de rol van preventie binnen het jeugdveld. Voor dit onderzoek hebben we gebruik gemaakt van literatuurstudies naar het effect van preventie op thema’s uit het jeugdveld. Dat waren met name systematische reviews en meta-analyses. Naast literatuurstudies hebben we ook businesscases bekeken waarvan de (kosten)effectiviteit goed is onderzocht. Vervolgens hebben we de effectiviteit van de preventieve interventies in de databank Effectieve Jeugdinterventies onder de loep genomen. " "

"Naar aanleiding van de covid-19 pandemie in 2020 en de impact daarvan op het sociaal domein hebben de lectoraten Schulden en Incasso en Innovatieve Maatschappelijke Dienstverlening samen gewerkt aan een project voor het ontwikkelen van een ethische handreiking voor sociale professionals in tijden van crisis. In het project is samen met sociaal professionals geïnventariseerd welke verschillende ethische uitdagingen voorkomen in het sociaal domein en welke behoeften aan ethisch houvast er bij hen waren ontstaan gedurende de covid-19 pandemie. Daartoe hebben we een ideaaltypisch onderscheid in een vijftal vormen van ethisch houvast geïntroduceerd: inhoudelijk, reflectief, communicatief, procedureel en procesmatig. Deze opzet leidde tot meer inzicht in de ethische behoeften, op meerdere niveaus: individueel, organisatorisch en maatschappelijk. Dit heeft geresulteerd in een ethische handreiking voor sociale professionals in crisissituaties. Deze handreiking blijkt veel breder toepasbaar te zijn dan enkel voor sociale professionals en enkel voor crisissituaties. De handreiking kan ook worden gebruikt voor verticaal overleg binnen organisaties, voor afstemming over de grenzen van organisaties heen en ook in meer alledaagse situaties die niet kunnen worden gekarakteriseerd als een crisis."
